My dear Shaćkburgh,
I must apologise for the delay in answering
your letter No. 82837/31, of the 23rd September,
regarding the deportation of Nguyen ai Quoc from
Hongkong, but the case is rather complicated.
The decision to be taken regarding this
man's fate depends largely upon political
considerations, and upon our general attitude as
regards communist agitators in the Far East, i.e.,
whether or not we regard such persons as a danger
to European powers with possessions in that part
of the world so that the powers in question ought
to help each other in dealing with them.
We are,
however, very much impressed with the consideration
that it would be very difficult, in the circumstances,
to justify to the French a withdrawal of the
deportation order as was proposed in Hongkong
(21)
telegram No. 173, and of the grant to Quoc of
Sir J.E. Shuckburgh, K.C.M.G., C.B.
